Should we extend our kitchen … and upset the neighbours?

New planning regulations allow extensions like a conservatory

Every week a Guardian Money reader submits a question, and it's up to you to help him or her out – a selection of the best answers will appear in next Saturday's paper.
This week's question
Our request to extend our kitchen 20ft into our 40ft garden was rejected by the council (and the neighbours) two years ago. Now planning law is being relaxed, should we go for it again? It will cost £40,000 on a house worth about £275,000. Will we get it back on the value of the property? Is it too high a price to pay for falling out with the neighbours?
What are your thoughts?
